Senior Training Coordinator Biographies

Senior Core Training Coordinators

IPTACS Senior Core Training Coordinators are specialists who are recognized subject matter experts in their core training area based on their level of experience, education, and training and are considered as members of IPTACS Senior Management Team.  All Coordinators have a minimum of fifteen (15) years of operational, supervisory, and management experience in their specialized area and a minimum of five (5) years of teaching/training experience in the specialized area.  Coordinators responsibilities include reviewing of training curriculum and supporting development of customized courses in their specialist area; participating in the vetting process of new trainers being considered for client contracts; and supporting training and consulting contracts for IPTACS’s clients.

Jeff Hynes

Dr. Jeffeory G. Hynes, Ed.D.

Senior Core Training Coordinator for Police Organizational Management

 

Dr. Jeffeory G. Hynes, Ed.D. is IPTACS Senior Core Training Coordinator for Police Organizational Management. This area includes supervisor, management, and leadership development courses and the management of key operational police structures including internal control (Professional Standards/Internal Affairs), Policy and Planning, Training, and Police Human Resources. Dr. Hynes brings over 31 years of law enforcement experience at both the operational, supervisory, and senior management level in the State of Arizona and holds the rank of Commander with the Phoenix Police Department in Phoenix, Arizona. He is a nationally recognized expert in the topic areas of Defensive Tactics, Community Policing and Leadership Training and currently is a commander in the Phoenix Police Department Professional Standards Bureau with responsibility for police misconduct investigation, internal audits/inspections, and the investigations of police related shootings. Dr. Hynes is an adjunct professor, instructor, and curriculum development specialist in law enforcement specialist and management courses. He has taught at Arizona State University, Grand Canyon University, Rio Salado College, and for Arizona Peace Officer Standards Training Board (Arizona – POST). Dr. Hynes has a Bachelor of Arts degree in Police Administration and Master of Science in Educational Leadership from Northern Arizona University and obtained his Doctoral Degree in Education Leadership in 2007 from Northern Arizona University.

Senior Core Training Coordinator for Community Policing, Crime Prevention, and Patrol Operations

 

Roy Kindrick is IPTACS Senior Core Training Coordinator for Community Policing, Crime Prevention, and Patrol Operations. This area includes training programs related to Community Policing. Mr. Kindrick brings over 41 years of law enforcement experience at both the operational, supervisory and senior management level in the State of Oregon and has both consulted and taught extensively in the United States and in international assignments. He currently is the Lead Program Manager of the Western Community Policing Institute at Western Oregon University and is a certified trainer in Developing Community Police Teams; Creating Vigilant, Prepared and Resilient Communities; and Police Ethics and Integrity. Mr. Kindrick has a Bachelor of Science degree in Justice Administration from the University of Portland and is a graduate of the FBI National Academy.

Senior Core Training Coordinator for Criminal Investigations

 

Patrick Kotecki is IPTACS Senior Core Training Coordinator for Criminal Investigations. This area includes a wide range of training programs related to Criminal Investigation subject areas. Mr. Kotecki brings over 21+ years of operational, supervision and training experience in law enforcement and criminal investigation. Mr. Kotecki currently is a supervisor in the Homeland Defense Bureau of the Phoenix Police Department where he manages the Significant Incident Planning and Terrorism Liaison in Phoenix, Arizona. He is considered a subject matter expert (SME) in the investigation of serious crimes and has managed over 200 homicide investigations including many high profile investigations. Mr. Kotecki has received numerous awards and recognition for his investigative knowledge and performance at the local, state, and federal level. He is a frequent trainer and instructor for law enforcement and college level criminal justice courses in the criminal investigation process and management of crime scenes. Mr. Kotecki has a Bachelor of Science in Justice Studies and a Master of Public Administration from Arizona State University.

Senior Core Training Coordinator for Forensic Technology

 

Chris Hallgren is IPTACS Senior Core Training Coordinator for Forensic Technology. This area includes training programs related to Computer Forensics and Cyber Security. Mr. Hallgren brings over 18+ years of operational and training experience in the technology field. Mr. Hallgren serves as President of Helios Data Forensics and is a member of the High Technology Crime Investigation Association (HTCIA) and Association of Certified Fraud Examiners. Mr. Hallgren’s certifications include EnCase Certified Examiner (EnCE) and is trained and licensed to use EnCase computer forensic software from Guidance Software (widely used by law enforcement agencies throughout the world). Mr. Hallgren is also trained and licensed to use AccessData’s Forensic Toolkit as well as the NTI Forensic Software Suite and received a professional certification in computer forensics from Oregon State University and NTI (New Technologies, Inc). He has a Bachelor of Science Degree in Management Systems from Arizona State University and Masters of Business Administration with specialization in Technology Management from the University of Phoenix.
Angela Kwan

Senior Core Training Coordinator for Instructor and Curriculum Development

 

Angela Kwan is IPTACS Senior Core Training Coordinator for Instructor and Curriculum Development. This area includes training programs related to Instructor Courses, Instructor Certification, and Curriculum Development Training. Ms. Kwan brings over 19 years of law enforcement experience at both the operational, supervisory and middle management level in the state of Arizona. She currently is part of the adjunct faculty of Ottawa University and Rio Salado College where she supports curriculum development of law enforcement courses for these higher education institutions in addition to serving as an instructor. Ms. Kwan is also considered a Subject Matter Expert instructor in numerous law enforcement course areas by Arizona POST, IACP, and Rio Salado College. Ms. Kwan has a Bachelor of Arts in Public Safety Administration from Grand Canyon University and Masters in Adult Education with Specialization in Distance Learning from the University of Phoenix.

Senior Core Training Coordinator for Traffic Safety and Investigations

 

Edward Tuttle is IPTACS Senior Core Training Coordinator for Traffic Safety and Investigations. This area includes training programs related to all areas of vehicular traffic enforcement, investigations, and management of traffic units. Mr. Tuttle brings over 32 years of law enforcement experience and 20+ years as an instructor/trainer nationally in traffic enforcement, investigation, and safety training courses for the National Highway Traffic Safety Administration (NHTSA). He is a court approved subject matter expert in Accident Reconstruction and Alcohol Impairment and Drug Recognition and a certified instructor for NHTSA and has investigated over 300 traffic fatality accidents. Mr. Tuttle has a Bachelor of Science Degree in Education from Northern Arizona University and has successfully completed numerous certifications and advanced traffic courses from the Institute of Police Technology and Management, University of North Florida and received full accreditation as a traffic accident re-constructionist through the Accreditation Commission for Traffic Accident Reconstruction (ACTAR).
Richard Winstanley

Senior Core Training Coordinator for the Firearms

 

Richard Winstanley is IPTACS Senior Core Training Coordinator for the Firearms. This area includes a wide range of training programs related to Firearms Certification and Management of these areas for a law enforcement organization. Mr. Winstanley brings over 30+ years of operational, supervision and senior management experience to his position with IPTACS. He currently is an Assistant Chief for the Hurst Police Department in Hurst, Texas where he has played a leadership role in both the development and training of their firearms program. Mr. Winstanley is a certified assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA) and has both developed and delivered train-the-trainer firearms instructor certification programs within the United States and internationally for the U. S. Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP). Richard Winstanley’s firearms training experience includes positions as an adjunct instructor for Tarrant County College Criminal Justice Training Center as the lead instructor in both basic and advanced firearms training courses and the North Central Texas Council of Governments as lead firearms instructor. Mr. Winstanley is a graduate of the world renown American Pistol Institute GUNSITE; Chapman Academy of Practical Shooting; American Small Arms Academy; and Heckler & Koch MP5 operator and instructor certification training.
John France

John France

Senior Core Training Coordinator for Border Control Operations

 

John France is IPTACS Senior Core Training Coordinator for Border Control Operations. Mr. France has nearly thirty-two years of border security experience with more than twenty-five years of supervisory/management experience that includes extensive experience in Border Patrol field operations and threat assessment with the Department of Homeland Security, Customs and Border Protection, United States Border Patrol where he recently retired as an Assistant Chief Patrol Agent. His operational and management experience includes responsibilities for both the Northern Border with Canada and Southern Border with Mexico. This experience includes border operations for both blue and green borders and he was a certified Boat Handler for High Speed Boat Patrols and has completed the U. S. Coast Guard’s 200 hour Boat Handler Certification Course. John France has a strong training background both as a trainer and manager of training operations for Border Patrol and has held many training related assignments including Commander of the Tucson Sector Emergency Response Team where he was responsible for all recruiting, training, and operations. Prior to joining the Border Patrol Mr. France was a secondary education teacher who taught Spanish, History, and English. He was a certified Spanish Instructor at the U. S. Border Patrol Academy in addition to being the course developer and instructor for advanced firearms and unarmed defensive tactics for the Border Patrol Tactical Unit. John is rated “Master” by the United States Practical Shooting Association and he has competed in thirty-one USPSA National Championships. He is the current National “Senior” Champion in Production Division. He has also competed in six World Shoots of the International Practical Shooters Confederation. He is a third level black belt in martial arts, has won numerous competitions including the National Black Belt Fighting Champion. Mr. France has a Bachelor’s Degree from College of Steubenville in Ohio and is a graduate of the U. S. Border Patrol Academy, Border Patrol Tactical Unit – BORTAC Class #1 and U. S. Army Jungle Warfare Training School in Panama.
Conrad Allen

Senior Core Training Coordinator for Hostile Environment Training (HET)

 

Conrad Allen is IPTACS Senior Core Training Coordinator for Hostile Environment Training (HET). This area includes a range of training programs based around the military principle of Survive, Evade, Resist and Extract (SERE) and is applicable to personnel from law enforcement and corporate organizations, who are deployed to high risk countries and environments. Mr. Allen brings 21 years military experience and is considered as the UK’s leading subject matter expert in SERE training and Joint Personnel Recovery (JPR). During Mr. Allen’s military career he was the SERE Instructor for the Royal Air Force and in 2007 was selected by the UK Ministry of Defense as the sole SERE researcher into Urban Evasion techniques. Mr. Allen has conducted many courses relating to the threats posed while working in hostile environments including basic to advanced survival training, conduct after capture, pre-deployment planning and corporate traveler awareness. Mr. Allen was also commissioned by Scotland Yard to formulate their Hostile Environment Training for specialist officers deploying to High Risk Low Infrastructure countries.

Senior Core Curriculum Coordinator for Fire Operations

 

Deputy Fire Chief Don Hilderbrand is IPTACS Senior Core Curriculum Coordinator for Fire Operations – Chief Hilderbrand has over 33 years of experience with the nationally recognized Phoenix Fire Department and will serve as IPTACS Senior Trainer and Consultant in all areas of Fire Operations training. Chief Hilderbrand brings a wide range of experience in the areas of Emergency Response and Strategic Planning, Fire Resource Planning, Prevention, Safety, and Training Development, Cross-Functional Team Management, and Fire Operations and Program Management. During his career with the Phoenix Fire Department he has served as a Fire Captain, supervising Firefighter first responders on fire incidents, emergency medical service, hazardous materials incidents, and served as a Firefighter Recruit Training Officer providing training and developing curriculum. As Division Chief he managed Fire Inspector Teams and Fire Code for large scale public and special events. Chief Hilderbrand served as a Battalion Chief with the Phoenix Fire Department for six years where he managed emergency response, training, operational and physical resources and personnel. In addition he assumed incident command and directed on-scene operations on fire, medical and hazardous material incidents. For the past thirteen years he has held a number of major management responsibilities as a Deputy Chief with the Phoenix Fire Department including directing teams in Fire Prevention, Safety, Emergency Medical Service, Security Management, Operations, Homeland Defense, Technical Services, Communications, Aviation, and Personnel and Training. Chief Hilderbrand also served as a Rescue Team Leader at the 9/11 World Trade Center Terrorist Event; Search Team Leader at the Oklahoma City Terrorist Bombing; and also assisted in the development of the City of Phoenix’s Homeland Defense Bureau.

Senior Core Training Coordinator for Tactical Operations

 

Roland Camacho, IPTACS Senior Core Training Coordinator for Tactical Operations – Mr. Camacho brings over 20 years of law enforcement experience at the operational, supervisory, and senior management levels both in the United States and internationally. As a Commander and Captain with the York City Police Department he held leadership positions for the Department’s Investigative Division and Operational Division. With over fourteen (14) years of experience as a SWAT Officer Mr. Camacho served as the primary team trainer on Ballistic Shields, Tactics, Hostage Rescue, High Risk Warrant Execution, Barricades, and Active Shooters and is a certified instructor for Taser, Beanbag Gun (flexible baton round), 40mm less lethal Multi-Launcher, Flash Bang Grenades, and OC Aerosol Pepper Spray Fogger. He also is a Certified Crisis (Hostage) Negotiator. He also served as the Commander for the York County Quick Response Team (SWAT) with responsibility for both negotiation and tactical teams that served a population of over a half million citizens. Mr. Camacho’s international experience includes serving as a senior trainer for IPTACS in the development and delivery of SWAT training for Leon, Guanajuato, Mexico; law enforcement advisor for the Afghan National Army and Afghan National Security leaders on law enforcement techniques; and as a Deputy Program Manager for the U. S. State Department’s Criminal Justice Program Support (CJPS) in Mexico. Mr. Camacho has a Bachelor of Science degree in Criminal Justice Administration from Columbia Southern University and is a graduate of the FBI National Academy.

Senior Core Training Coordinator for Corrections

 

Mike Bird, IPTACS Senior Core Training Coordinator for Corrections – Mr. Bird brings over 20 years of operational and management experience in law enforcement and corrections as a consultant and trainer in the United Kingdom and internationally. During this period he served as a Senior Officer/POELT Instructor for the National Prison Service College in the United Kingdom; Designed and developed a National Training Unit that supported delivery of entry level training; developed search strategies for prisoners and staff; and was the Use of Force Coordinator and Senior Instructor in Incident Command, Control and Restraint, and Riot Command. Mr. Bird also served as the Continuous Professional Development Manager for the development of National Tactical Response Group courses for the Ministry of Justice in the United Kingdom. Mr. Bird is an internationally recognized trainer and consultant in the corrections field and has provided training and consulting services in Europe, Africa, and the Middle East and currently is a Senior International Advisor developing senior manager and officer training, evaluating current custodial practices, and providing analysis for future international best practices with the Abu Dhabi Police and Juvenile Justice Sector.

Senior Core Training Coordinator for Criminal Intelligence

 

Ritchie Martinez, IPTACS Senior Core Training Coordinator for Criminal Intelligence – Mr. Martinez brings over 40 years of law enforcement and criminal intelligence experience at the operational, supervisory, and leadership levels. During this period he served as the Manager of the Intelligence Division, Arizona Criminal Intelligence System Agency (ACISA). During the past sixteen years he has been the principle Arizona Department of Public Safety/High Intensity Drug Trafficking Agency (HIDTA) managing and supervising criminal intelligence analysts responsible for developing programs, procedures and methods to deliver intelligence support for tactical, operational, and strategic drug investigations. As a member of the U. S. Justice Department’s Global Working Intelligence Group he was instrumental in the development of the nation’s first intelligence training standards for police agency executives, managers/commanders, officers, and analysts. While serving on the U. S. Department of Justice, Bureau of Justice Administration, Criminal Intelligence Coordinating Council (CICC), he assisted with creating the nation’s National Criminal Intelligence Sharing Plan (NCISP) which serves as the foundational document leading major information and intelligence initiatives that included the United States National Fusion Centers. Mr. Martinez is the immediate past president of the International Association of Law Enforcement Intelligence Analysts (IALEIA) and served on the U. S. Department of Homeland Security Interagency Threat Assessment Coordination Group Advisory Counsel and a member of the Office of Director of National Intelligence Homeland Security Partners Group. He is the past recipient of the “Outstanding Intelligence Analyst” from the Executive Office of President of the United States.
